How to handle Public Folders

I know my title doesn't really sound like it relates to high availability/DR, but I have a situation where Public Folders prevents access for end users when a particular member of a DAG is down. I have 4 sites running Exchange 2010. Each site has a replicated copy of all public folders. My main site has two servers, both in a DAG. I mounted all the DB's on Server2 and shut down Server1 to work on the hardware. The public folder DB is on Server1. Users could not launch Outlook, so I had to abort mission and power the Exchange server back up. It could work around this pretty easily for server maintenance by understanding this, but how are you supposed to handle Public Folders so that if a member of the DAG does go down?
